Switch the active organisation’s cycle mode (PT-1104). Requires org.settings.manage. Refused with a 409 carrying the COUNT of blocking cycles (not their names — a settings admin need not be able to read them) while a planned or active cycle of the other kind exists — organisation cycles when switching to multi, project / initiative / multi-project cycles when switching to single — so a mode never starts with two tracks running. Complete or archive them first.
