The initiatives the caller may use the coordinator for (PLT-225): every initiative in the caller's tenant that coordinator.can_use_initiative admits — those the caller delegates, plus every UNCLASSIFIED initiative for an internal member holding coordinator.use through a GLOBAL-scope assignment. Backs the coordinator picker, initiative switcher and workspace access check. Requires no initiatives.read: it names only initiatives whose coordinator APIs already admit the caller, and a caller with no access receives an empty list.
